Security Workforce Lead

We are looking for someone who has experience in scheduling and rostering significantly large headcounts. 

1.     JOB PURPOSE   
In July 2022, Birmingham will host the XXII Commonwealth Games, the largest multi-sport event to be held in England for a decade.  Approximately 6,500 athletes and team officials from 72 nations and territories across the Commonwealth will come together in a 12-day celebration of sport and culture. Events will take place across Birmingham and the West Midlands, entertaining more than one million ticketed spectators and reaching a global broadcast audience of more than one billion.
The Security Functional Area (FA) is responsible for planning, assessing, scoping and delivering a safe and secure Birmingham 2022 Commonwealth Games. The purpose of this role is to serve as the Deputy Venue Security Manager (DVSM) at a Birmingham 2022 Games Venue. Responsible for assisting in the delivery of venue security operations at a specific competition or non-competition venue.
2.     Key Responsibilities and Accountabilities   
  • Reporting to the Venue Security Manager (VSM), the DVSM is responsible and accountable for the Contractor Operation and coordination, liaison with senior representatives of the Police, briefing & debriefing of Contractor Venue Security Senior Supervisors and Police Workforce as required
  • Responsible for the assurance of the Contractor Workforce against the agreed specification (Venue Security Plan)
  • Overseeing the security operation and ensuring the qualified, legally compliant and competent workforce undertaking roles on behalf of B2022 are deployed accordingly to the plan
  • Provide security input and support when required at the venue in particular at the Event Control Room or Venue Security Control Centre during the several venue operational phases
  • Implement appropriate bump in & out operations and venue installation & decommission plans with a focus on security equipment and venue asset protection
  • Ensure the venue Security workforce understands and implements the policies and procedures for the effective operations of the security function during Birmingham 2022
  • Ensure that the direction of the VSM is reflected in the operational delivery of a safe and secure environment at the venue
  • Ensure the successful delivery of all the DVSM roles and responsibilities in the venue, including the roles at the Event Control Room / Venue Security Control Centre and liaison with the external security stakeholders
  • Represent the Birmingham 2022 venue security function area at multi – agency meetings if required
  • Ensure that all activities are delivered against the B2022 Standard Operating Procedures and complete operating reporting as required
  • Work closely with West Midlands Police and other Birmingham 2022 Partners in the implementation of the Venue Operational Security Plan for the Games
  • Assist the VSM to manage and be a key point of contact for all aspects of security operations at the allocated venue and other tasks as directed by the VSM
  • Record and report any issues or concerns to the relevant people regarding the venue
  • Effectively contribute to the collation and documentation of specific security information for the Transfer of Games Knowledge required by the Commonwealth Games Federation and as defined in Games Manuals
3.     Person Specification a)    Skills and experience required   
  • Relevant Tertiary qualifications
  • Qualification in a security related subject would be advantageous
  • Relevant security and/or event management qualifications
  • Ability to work within a multi-disciplinary organisation and to build active, cooperative partnerships with external organisations in an integrated manner
  • Experience in delivering operational plans with due regard to the needs of other key stakeholders and in line with the overall security plan
  • Proven skills and experience in analysing and acting on potential conflicts of interest in relation to interactions with other security stakeholders and, particularly, in relation to commercial providers and contractors
  • Demonstrable strong problem-solving skills

  • Proven experience in event operations or event security
  • Experience with the Games or similar major events
  • Competent and experienced in a supervisory role in the Security function for a high-profile, multi-sport Games environment or equivalent
  • A good understanding of major UK security operators and providers
  • A strong understanding of the technological solutions that might be used to provide an effective and economical security outcome for the Games
  • Recognised expertise and experience in Security aspects of event planning and delivery
  • Experience in managerial level Security related roles including some major multi-sport event experience
