An established public sector organisation is seeking a
Senior Procurement Manager (Digital, Data & Technology) to lead procurement across a broad portfolio of IT and digital categories.
This role sits at the heart of a major digital and transformation agenda, with responsibility for shaping sourcing strategy, driving value, and ensuring compliance within a regulated environment.
The Role Reporting into senior leadership, you will take ownership of end‑to‑end procurement across key IT spend areas, including:
- Software, hardware and telecoms
- Cloud and digital services
- IT professional services and transformation programmes
You will lead complex sourcing activities, from strategy through to contract award, ensuring robust governance, commercial outcomes, and alignment with organisational priorities.
Key responsibilities include:
- Leading full tender processes, including RFP development and supplier engagement
- Delivering sourcing and category strategies aligned to digital and transformation goals
- Managing supplier relationships throughout sourcing and award processes
- Providing clear commercial recommendations within governance frameworks
- Ensuring compliance with public sector procurement regulations (including PA23)
- Driving demand management, value tracking, and consistent reporting across the category
Stakeholder & Strategic Engagement This role is highly collaborative, working closely with senior stakeholders across technology, finance, legal and wider business functions.
You will:
- Partner with digital leadership to align procurement with technology roadmaps
- Support major transformation and system implementation programmes
- Act as a key interface between stakeholders, suppliers and procurement
- Maintain a forward‑looking sourcing and contracting pipeline
Leadership & Capability You will lead a specialist procurement team and oversee delivery through a managed service partner, ensuring high performance and consistent standards.
This includes:
- Providing leadership, direction and mentorship
- Driving capability within the team and across stakeholders
- Ensuring effective controls, risk management and compliance
About You You will bring deep experience across digital and technology procurement, alongside strong commercial and stakeholder skills.
Key experience includes:
- Proven track record in IT / DD&T procurement and category strategy
- Experience operating in a regulated or public sector environment
- Strong negotiation skills across complex commercial arrangements
- Ability to balance governance with delivery and innovation
- Experience leading teams and working across multiple stakeholders
You will also bring a practical understanding of supply markets, with the ability to identify opportunities for cost optimisation, supplier performance, and long‑term value.
Rate - c. £750pd
Contract Length - 5/6 months
Hybrid working - 1-2 days a week on site (West Midlands or Berkshire)
