HR & ADMIN MANAGER

Job Purpose: An HR and Administration Manager plan all HR functions and runs the whole HR department in the organization. The main objective is to ensure all the organization's administrative tasks are performed correctly and on time.
A Human Resources and Administration Manager's role encompasses all aspects of HR, including recruitment, payroll, compensation and benefits, and training. It includes administrative areas such as office management, facilities management, and policy development.
Tasks and Responsibilities:
  • Oversee salary market surveys, benchmark analysis, and regularly update salary structures and reward strategies to attract and retain talent.
  • Manage the development of the manpower plan and oversee recruitment activities in coordination with Division and Department Heads, ensuring alignment with the approved plan.
  • Oversee the development of the Performance Management System, ensuring linkage to pay-for-performance, promotions, and incentive schemes based on merit and excellence.
  • Manage the annual performance appraisal process, provide necessary tools and frameworks, and report results to top management.
  • Manage training and development activities, including needs analysis, training plans, calendars, materials, delivery, and evaluation.
  • Appoint and manage external training providers in line with HR policies and budget.
  • Lead the implementation of career development programs, including career ladders and succession planning to enhance employee engagement and capabilities.
  • Ensure proper documentation and compliance for visas, work permits, and residencies in line with government regulations.
  • Manage and maintain an up-to-date employee database covering all relevant employee information.
  • Oversee HR transactions related to leave, transfers, business travel, and tickets in coordination with Payroll.
  • Ensure data protection and maintain strict confidentiality within HR operations.
  • Review disciplinary actions and grievances, resolving issues in line with company policies in coordination with HR Operations.
  • Monitor absenteeism and ensure compliance with working hours policies.
  • Perform additional duties as assigned by the Direct Manager.
Qualifications and Experience:
  • Bachelor's degree in Business Administration, Human Resources, or a related field.
  • A Master's degree in Human Resources is an advantage.
  • Professional certifications such as SPHR, HRBP, HRM, CIPD Level 5+, HRMP, or CHRP are preferred.
  • Minimum of 10 years of experience in a similar field.
  • Strong problem-solving skills, with the ability to identify issues, analyze information, and develop effective solutions.
  • Demonstrated leadership capability to motivate and inspire teams.
  • Effective communication skills to engage with employees, customers, and stakeholders.
  • Strong analytical skills to assess organizational data and support decision-making.
  • Decision-making skills, including strategic decisions related to operations, hiring, budgeting, and investments.
  • Strategic thinking ability to understand the broader organizational context and align employee engagement with business goals.
