Project Description The Field Support Services Project (FSSP) in Nigeria is a Global Affairs Canada (GAC)-funded bilateral initiative that provides administrative, technical, logistical, and financial support to Canada’s development assistance efforts in the country. Its goal is to enhance the effectiveness, efficiency, and sustainability of Canada’s programming.
GAC’s cooperation in Nigeria is guided by Canada’s Feminist International Assistance Policy and Africa Strategy, focusing on gender equality, economic development, peace and security, and sustainability.
Through the Nigeria Bilateral Development Program, Canada supports poor and marginalized populations—especially women and girls—across four priority sectors:
• Health: Strengthening primary health systems and sexual and reproductive health and rights.
• Inclusive Economic Growth: Empowering women and youth, particularly in agriculture and livelihoods.
• Gender Equality: Advancing women’s political participation, leadership, and rights, and capacity building for women’s rights organizations.
Canada also supports humanitarian aid, women, peace and security initiatives, and integrates climate change and environmental sustainability across all programming. The FSSP provides technical advisory services to support this cross-cutting priority.
As Canada reviews and updates its strategy in Nigeria, the FSSP will play a key role in ensuring its development efforts remain relevant, responsive, and impactful.
About the work Canada prioritizes gender equality in its international development assistance, guided by the Feminist International Assistance Policy and the Minister of International Development’s mandate. Its feminist approach advances women’s leadership, inclusive policy and planning processes, and equitable access to public resources.
Canada’s engagement focuses on five strategic areas:
• Gender-Responsive Planning and Budgeting
• Institutional Capacity Strengthening
• Monitoring and Evaluation of Gender Investments
• Gender Policy Development and Implementation
• Stakeholder Coordination and Policy Dialogue
To support this work, the Specialist will be embedded within key stakeholders to:
• Provide technical assistance in gender-responsive planning and budgeting processes
• Strengthen the design and implementation of gender budget tracking tools
• Support inter-agency coordination and the development of reporting mechanisms
• Conduct assessments and contribute to national gender equality policy frameworks
• Support capacity building for government officials and local stakeholders
• Support monitoring and evaluation of gender equality commitments.
• Prepare analytical briefs, reports, and recommendations for Canadian and Nigerian stakeholders.
• Accompany Canadian missions on field visits and provide technical report summaries.
• Participate in working groups, policy forums, and stakeholder dialogues on gender equality
The Role The FSSP will engage a local Gender Equality Technical Specialist on a part-time/as needed basis to provide technical support to GAC in advancing gender equality and inclusion within its development programs in Nigeria.
Key Objective
- To strengthen GAC’s programming and policy engagement on gender equality in Nigeria, with a focus on:
Providing expert analysis and advice on gender trends, issues, and practices relevant to Canada’s development priorities. - Supporting gender-responsive implementation, monitoring, and policy dialogue across operational projects.
Key Responsibilities
- Research & Analysis: Conduct research and prepare briefings, presentations, and reports on gender equality issues and practices in Nigeria.
- Technical Input: Analyze and provide recommendations on project proposals, implementation documents, and gender-related activities and outcomes.
- Implementation Support: Provide technical assistance to projects in support of gender equality outcomes; assist with monitoring as required.
- Policy Engagement: Support policy dialogue and coordination by drafting key messages, reviewing documents, and contributing to strategic papers.
- Capacity Building: Organize and facilitate learning sessions, donor coordination meetings, and other events to promote knowledge exchange and collaboration.
- Monitoring & Field Support: Participate in project monitoring; provide insights and recommendations based on field analysis.
- Other Duties: Perform additional gender equality-related tasks as required by FSSP or GAC.
Required Qualifications Education Post-graduate degree from an accredited, recognized institution in relevant discipline such as social studies, women’s studies, international development, etc. A bachelor’s degree may be accepted if the candidate can demonstrate up to 10 years of relevant experience.
Experience - Minimum of 5 years of experience (acquired, within the last 10 years) in development programming focused on gender equality in health, economic growth, education, social norms, working with women’s groups, etc.
- Experience working with women rights organizations, women’s groups, and/or women and girl beneficiaries of different backgrounds - ethnic groups, women with disabilities, etc. – as well as engaging and working with male champions.
- Demonstrated understanding of transformative gender equality programming and drivers of community and household behaviour change in support of gender equality.
- Knowledge of the policy environment related to women’s rights, specifically Nigeria’s reality as it reflects in the West African reality.
- Demonstrated experience providing advice and recommendations, including drafting briefing notes, sectoral analyses, and monitoring and assessment reports for senior decision makers in donor agencies, government, civil society organizations or the private sector. Samples of work to be supplied upon request.
