Service Development Manager

As the Service Development Manager, you will play a key role in strengthening referral pathways, supporting participant onboarding, and driving sustainable service growth within the disability support sector. Reporting to the General Manager, this role focuses on building trusted relationships, identifying service demand, and ensuring participants are connected to appropriate supports.

This is not a traditional sales role. Instead, it centres on developing strong referral networks, managing Supported Independent Living (SIL) vacancies, and ensuring participants are matched to services that align with their needs, goals, and our organisational capacity as a trusted, established NDIS-registered provider.


Key Responsibilities
  • Strengthen and maintain trusted referral relationships with Support Coordinators, Health Professionals, and community partners to support consistent service demand and participant flow.
  • Represent the organisation at community events, networking forums, and sector engagements to build brand presence and referral confidence.
  • Work closely with the Disability Management Team to assess participant suitability and support timely, compliant, and person-centred onboarding into services.
  • Ensure participant placements are appropriate, sustainable, and aligned with both individual needs and organisational capacity, without over-promising service delivery.
  • Proactively identify service demand, gaps, and opportunities to inform service development and future capacity planning.
  • Manage Supported Independent Living (SIL) vacancies by actively promoting available vacancies, sourcing suitable participants, and coordinating suitability assessments to ensure timely occupancy.
  • Collaborate with internal stakeholders to ensure services are delivered in line with participant expectations, regulatory requirements, and organisational values.
  • Contribute to strategic planning by providing insights on community needs, referral trends, and service demand.
  • Maintain accurate activity tracking and pipeline visibility within CRM systems (e.g. HubSpot), ensuring transparency of referral activity and service demand.
  • Prepare regular reports on referral activity, service uptake, and market insights to support decision-making and growth planning.

About You

  • Available to travel across North and Far North QLD
  • Minimum of 3 years demonstrated experience in a business development or operational role within the Disability, Plan Management, Community Services or Aged Care industry or similar.
  • Understanding of the NDIS market, key players, and the broader disability sector.
  • Ability to develop and implement a strategic vision for partnerships and community engagement aligned with organisational goals & values.
  • Strong interpersonal and relationship-building skills to engage with a diverse range of stakeholders, including government agencies, disability service providers, advocacy groups, and individuals with disabilities.
  • Hold or willing to obtain: Working with Children and NDIS Worker Screening Checks.
